    I have just received Mike Waterman's two points of 2001 Jul 06 UTC, which are
    now the earliest post-maneouvre observations reported to-date.
    
    Mike's points have extended the data arc sufficiently to include the rate of
    decay in the differential correction, resulting in this update of the elements
    that I issued a few hours ago:
    
    USA 129         15.0  3.0  0.0  5.1 v
    1 24680U 96072A   01191.13843171  .00025634  00000-0  34897-3 0    01
    2 24680  97.9346 252.8749 0505183 155.3572 207.2991 14.77372144    07
    
    Mean residuals are about 0.01 deg.
