Bjoern's observation is roughly consistent with a major re-boost five revs
earlier. Here is a possible elset:

1 78001U          01189.57885417  .00010000  00000-0  22311-3 0    06
2 78001  97.9050 301.6953 0472000  12.9281   0.0000 14.74000000    07

It does not agree as closely with Bjoern's obs as I would like, but given that
he observed in twilight without reference stars, the position may be a bit
rough.
