Post apogee TLE for MAP

    The following information is extracted from the information provided
    by Ralph McCohany. Note the mention of a burn. It uses 756grams of
    hydrazine judging by the change in spacecraft mass. Note that
    the perigee is now safely above the atmosphere. Ron Lee queried my 
    12Km perigee height. In the last vector update prior to this
    the perigee height was -55km!! 
    The predicted position as seen from Earth's centre is in Aquarius
    near the stars 98 and 99 Aqr. parallax is about 70 arc minutes.
