I have updated the following elements, using observations by David Brierley,
Russell Eberst and Paul Gabriel, from 26 to 30 July UTC:

USA 116         15.0  3.0  0.0  5.1 v

Mean residuals of both element sets are about 1 arc min; however, the USA 116
elements are based on few points, so may not be quite as accurate as implied by
the residuals.
