I have updated the elements using observations by myself and Paul Gabriel, from
23 - 26 July UTC:

USA 129         15.0  3.0  0.0  5.1 v

Mean residuals are less than 1 arc min.

I observed the following points last night:

24680 96 072A   2701 F 20000726021019130 17 25 1916340+160835 87 S
24680 96 072A   2701 F 20000726021101190 17 25 1922207+301910 87 S
24680 96 072A   2701 F 20000726021126930 17 25 1928070+395684 18 S

The final point of the three had the lowest residual in Elcor.
