Saw both just a few minutes ago. Z was 4m 40 sec after the ISS. I would have thought that a further orbit raising burn would have been done by now, or shortly, as by july 18, it will precede ISS. The behaviour is however consistent with the revised schedule posted by Igor Lissov in this newsgroup.
