If the satellite is known not to be operational, its spin/tumble axis should
be relatively fixed, and its flares describe "cones" fixed in space.
So, reporting of RA/Dec can help determine this cone/axis - ESPECIALLY IF
RA/Dec and az/el are NOT similar.
