New Launch Time for 15 Aug 99 Delta/Globalstar

I only know the launch wimdow to a minute so details below may change.

The evasive burn occurs while in darkness but I suspect the burn will
still be visible.

The depletion burn occurs about 40 seconds after becoming sunlit so the
propellant dumping should be visible to most of the USA and Canada.

The circularization burn and initial satellite deployments occur during
daytime in Australia.
