Granat R/B decayed earlier?

1989-036C (#20354) Granat R/B:

SpaceCom released at the time of the last perigee (July 25, 16;10 UTC) no ELSET
as they have done it regulary before. It seems that the R/B decayed at the pre-
ceding perigee       July 21, 15:50 UTC + /- 10 minutes (04.6S, 105.9E)
on a northeast daylight pass over the Indian Ocean or SE Sumatra.
The calculations based on the last two released ELSETs 99202.66875000 and
99202.66805556 with an updated MSGP4 program (included luni-solar pertubations
with a higher degree of precision ect.). The perigee intersects the Earth 
surface. The reference altitude for the decay time and position is 60 km.
