Chandra Orbit Controller sent me the following
state vector in km, km/s:

Geocentric cartesian J2000 

This is the DSN-based post-IPS-1 orbit.
Note the Space Command orbit (from independent data)
is

Can someone vec2tle the state vector so we can compare them?
