Ed Cannon and I tonight observed a double "flare" from Cosmos 1869
(18214/87-62A) after its culmination in the west.  The two flares
occurred at about 50 alt 320 az, 03:28:50 UTC, from our position
at 30.31 N by 97.88 W.  Prevailing magnitude during the pass was
about +4.  Flare magnitudes were approximately 0 and +1.
