I added the name to #25867.  I do not believe this is the post IUS SRM2
elset since the orbit only reaches up to about 13840 km instead of the 
anticipated 64000 km.  I heard a rumor that the IUS underperformed by
900 fps but I am not sure how that relates to decreased apogee altitude.
