This is a new-generation Okean satellite with a mass of ~6.5 tonnes and 
is thus far too heavy for Dniepr.   Also, a Zenit-2 with an Okean 
satellite had been slated for launch for July 8 but was stuck on the pad 
during the Baikonur "launch ban".

Now we just need the military payload on a Soyuz-U to be launched (due on 
the 15th before the ban started) - I am assuming that this will be a 
replacement for C2359 which came down a few days ago.
