This is from John W. Gardner, Jr.

Jay, an element set updated after 6 years! A new record!!!

There is very little anyone can do about this since SPACECOM _is_
the only official source of TLE's, but....

Thought it would be interesting to compare a few download sources for
any discrepancies in TLE sets provided. Note any 'error' must be
long term due to the frequent corrections made by SPACECOM on short
term 'errors'. Little use in listing those due to a next day(s) fix.

For me this is easy since my updating program would auto flagged
updating sets that have conflicting launch IDs and write them to a
separate file. This serves to make you aware only what I found and
to state they (for SPACECOM) are an ongoing issue yet to be resolved.

For each set of element sets the first is the last original set, the
2nd is the most recent updating set provided. Note the launch ID
designation (cospar) does not agree with the original NORAD catalog
number as well as (in most cases) all other 'identifying' parameters.

This is an
ongoing issue with SPACECOM. No element set is incorrect unless
they say it is. And again, those were the _only_ such objects
found at 4 downloadable file sources. There are actually +125
conflicts with respect to OIG/GSFC SSR, but most are for objects
long since decayed with only a minor variant. About 25 or so
require surgery.

The issue again is conflicting NORAD cataloging and Launch
Identity designations. The satellite name found on line zero is
totally irrelevant to the accuracy of the element set itself.
