I'm fairly sure NRO has nothing to do with this.  The only way classified 
elements get updated is when someone observes them and reports accurate 
timings and positions.  No observation report, no update.  So I encourage 
careful observers to get involved here.

For whatever reason, there are some observers who don't care to make their
observations public.  Some in Europe though, do use such observations to
update elements.  Some of those people are not online, so it would be very
helpful if a friend would post those updates for all to use.  The only way
to keep up with the increasing number of these sats is to have more
observers tracking them.  So please, could all classified elements be 
posted here.
