Strange TLEs

What is Int ID for those 2 cat #s?
These entries from OIG SSR don't match the above description.  
Is there an explantation for the difference?  
Was the same cat # assigned to 2 different objects?

Can I get a description of those SOZ blocks?  Size, shape, function?

I couldn't find anything with this prediction. With binoculars, mag limit 
was about 8 1/2.
