Strange TLEs

Hello,

OIG BBS contains two unusual TLE sets with strange International
designations. As I remember, such strange TLEs had appeared for
the first time year ago (Jun 22, 1996) with SpaceCom numbers 23932 and 23934.
Orbit of 23932 (182 min, 469x8054 km, 56.99deg) was very close
to one of multiple orbits for debris of one of classified objects
in 89-061 (USA-40/41) launch. Orbit of 23934 was for decaying object
(167 min, 144x7200 km, 28.3 deg) that I assume could be related
to one of classified US launch into GSO.
This time we have another two strange objects.
Orbit for 24866 is similar to decaying orbits of SOZ blocks separating
from the Block-DM upper stage during launch of GLONASS spacecrafts.
But searchung through whole TLE sets I've found nothing that could be
close to that. Most close orbits related to objects 21751,23295 and 23311.
Orbits like the 24868 previously were identified with WestFord
debris (launch 1963-014) and I couldn't to find other launch with
close orbital parameters.
Is there somebody of seesaters who may try to find anything using
these TLEs? It's very interesting whether exists any objects having
such orbital parameters.
