elsets for Noss 2-3 Rk and TiPS

These two objects are making evening passes in the northern
hemisphere.  The rocket has a tumble period of about 7 seconds.

gives a prediction that is 4 seconds later than my elset.

(The Navy doesn't know how to compute checksums and that negative
