Alternative 96038C search orbits.

Here are some alternative search elements for the 96038A 
perigee-kick motor. They are based on the assumption that it achieved
the same apogee height as I estimate 89061D to have achieved, despite
starting at a lower perigee. That would require a greater delta V
than for 89061D.

If the delta V were the same for 89061D and 96038C, then 96038C's
eccentricity would be about 0.355, and its mean motion would be
about 8.24.

I am not familiar enough with the details of payload manoeuvres to
have a preference. I am open to suggestions.
