EORSAT (????) info please

The message pertaining to the possible decay of #22808 peaked my interest.

While I was unable to coordinate an observation of #22808, I did however
decide to catch one of the "operational EORSATs" (Cosmos 2313 #23596) as
described in the original post.  There was no default magnitude value for
#22808 in my current version of QuickSat (2.8), so I substituted the 
value for Cosmos 1220 (#12054).  The prediction run predicted 1.9, visually
I estimated it about 2.2.  In my mind, definitely these EORSATs are in the
"brighter" class of satellites.  So here's the question, what exactly is 
an EORSAT?  Are there any more, aside from those listed in previous mailings
(12054, 14064, 22808, 23336 and 23596)?
