You could look in the satellite situation report and make a list of all
those for which 'elements are not available' ;-)

I have some articles from the Journal of the British Interplanetary
Society which detail various US and Russian spysats and associated
programmes. I can't locate them at the moment and will be away for a
couple of days but can send you the references when I get back and have
time to dig them out, should this be useful (ie you have access to a
library with copies).

If you can't wait just look back through this journal over the last 15
years and you will find some relevant info.
