Low elevation Starlink flares

FWIW, there were a pile of low elevation Starlink flares on the same 
night, 2023 Jan 23, as the previously reported flare. Every 2 to 3 mins, 
they roughly followed the same RA, Dec over +/- 30 mins from local 
midnight (Sun Az 180 El -39.3). The Starlinks were flaring between El 7 
to 8 deg. Most were perhaps mag 0, but one perhaps mag -2. All recorded 
on an all-sky camera.
