Ron Lee asked:

What are the characteristics of passes when these flare?

Eastern pass before sunrise and western after sunset?

 What elevation pass?

My experience:

Flaring occurs on either side of the zenith, regardless the morning or
evening transist.

This is understandable if you know the shape of these interesting couple of
satellites: hexahedral cylinders.
