Something extremely weird is going on with JSpOC's handling of this event. I have never, ever seen a TIP Alert message that says "Object Decayed Inside Predicted Window" and I was responsible for developing those procedures in the not-too-distant past. Furthermore, none of the TIP alert messages for Phobos-Grunt are available on Space Track.
