    Russell uses one of three standard reporting formats, as defined here:

    The observation was at AZ 330, El 40; range 960 km; phase angle 93 deg.
    
    The object regularly varied between magnitude 7.3 ad 7.9, over a period of about 3 s.
    
    A check against all known orbits, reveals a close match with recent elements of NanoSail-D, and no
    other objects.
