    I set up visual.tle for Kelso, though I haven't been too active in updating 
    it recently. I wanted visual.tle to contain all sats that are normally easy 
    naked eye for most people. I believe I used mag 4.0 or brighter as the standard.
    I don't know what space-track criteria is.
