    I observed Vortex 2 ( 11558 ) flashing from 9:08 UTC to 9:35 ( Jan 25 ).

It entered into the feild of view, at around 9:08 UTC, so can't say when it started to flash. The flashes at 9:08 UTC were mag 5 range are brighter, and decreases over time, until I could no longer see them.
