    This may be one of the articles you were referring to, but it is significant 
    in that it reports TS Kelso from Celestrak as having analysed the 
    possibility of a collision and having come up with it being  a possibility 
    but with some measure of doubt:
    
    Therefore the mention of Cosmos 1275 being a possible culprit is reasonably 
    authoritative.

    Short of an observation (which seems unlikely) or any official announcement
