    you are right, we have seen a flash period acceleration for this
    Zenit rocket, matching clearly with the sudden jump in Mean Motion
    you show on your graph.  
    
    See the PPAS extract below, it was steady during 1995 and discovered
    flashing again by Wim Holwerda in March 1996.
    
    But this was anyhow a "special" Zenit, as it was NOT flashing
    after launch, and seems only to have started flashing after 9 years.

    #17590 is one of the rockets in high circular orbits near 14th resonance 
    with the Earth's rotation.
    
    This causes the period to oscillate, and frequently pass into the 
    negative "drag" region.
    But fuel leaks have also occurred, see
