I doubt it: 1. This is being hyped as the fastest-ever human lauch. I would think an extra passenger would significantly impact the launch performance with regards to that. 2. "U.S. Government" -- since NASA is a government agency, I that maybe the idea was to distinguish this launch from commercial comsat launches. Those are my two cents.
