Space-Track Iridium TLEs

Recent compilations of Iridium TLEs from Space-Track
have had duplicate TLEs for some, but not all,
Iridiums. E.g. a recent compilation had duplicate TLEs
for Iridium 8 and others.

Also, it names IRIDIUM 03 with a leading zero, but
names IRIDIUM 8 with no leading zero. This may confuse
automated processes that expect a consistent name.
