It was only 16 s late and within 0.02 s of the epoch 04350.49256093 elset. Also,
01044A (USA 161) lagged well short of the approx 2h40m that triggers a reboost.
I need to do more analysis, but I suggest reverting to the 04350.49256093 elset.
