IMHO...you can annotate the TLE all you want. If you match the FOUO TLE, you better have calcs ready for presentation and expect to be booted from the Space-Track website. Yes, we still live in a country where you "should" be able to derive an orbit from observed positions, but it would appear to be risky if you are good enough to be even close to the FOUO TLE posted by Space-Track.
