Do we need a small TLE Format Change?

With the creation of a FOUO-like (for official use only) status on the TLE’s
and some TLE’s coming from non-"FOUO" type sources, do we need to add a new
classification flag?  Maybe N or X should be used to indicate that the
elements were not received from “controlled” sources?
