Last night I was able easily to see Gorizont 23 (91-046A, 21533) easily with my new 8x42. It flashes every 58 seconds. Superbird A (89-041A, 20040) was even easier of course. It flashed pretty near a +5.8 star at about 1:31.4, -7.8 (2000), a few minutes before 4:00 UTC. I didn't have predictions for it but knew pretty well where to look, and having the 8-degree FOV of the 8x42 is helpful. NOAA 6 (79-057A, 11416) did at least a couple of -1 or -2 double flashes, plus it crossed Mars. BCRC site: 30.315N, 97.866W, 280m.
