    I now believe that 03054A last manoeuvred on 2003 Dec 30, most likely prior to
    Steve Newcomb's obs at 23:46 UTC that night. Accordingly, I have scrapped the
    following 03054A elsets that I posted in recent days:

    As of the epoch of the latest elements below, 03054C's ascending node trailed
    03054A's by 7.5 s, closing at the rate of about 0.11 s/rev.
