The updated timeline shows the addition of waste water dump on 2003 Jan 24 from 20:10 UTC to 22:10 UTC: http://spaceflight.nasa.gov/shuttle/timeline/sum_red_fd09.pdf It will not be visible from Australia, Europe, North and South America or Africa. Taipeh, Taiwan will have an excellent pass: At 21:34 UTC, the shuttle will exit Earth's shadow about 54 deg elevation in the SW, on the way to culmination at 86 deg in the east. My guess is that the ice crystals that form during the preceding half hour in shadow mostly will not have sublimated, which could result in a larger, brighter plume.
