    Arc 2003 Jan 07 - 13 UTC:

At the present rate of decay, on 2003 Jan 23 96072A's mean motion will exceed the highest value in its history, so a manoeuvre this
    month seems a virtual certainty.

On 2003 Jan 22, sister satellite 01044A's (aka 26934) argument of perigee will cross the equator. Many reboost manoeuvres have been
made when one of the KeyHoles' perigee crosses the equator, because that is the opportunity to change several orbital elements using
    a single manoeuvre.

A manoeuvre could occur at any time, but Jan 22, give or take a day or two, looks like a good bet.
