I made a mental sign error in my latest posting:

If USA 129 is apogee-raised before Jan.22, USA 161's MM could be reduced
to 0.015-0.02 larger than USA 129's some time EARLIER than 129, to claim
the time difference that would have increased to 2:47 by Jan.22

E.g. on Jan.12 about 1.5 days, or less, BEFORE USA 129.
