I have always assumed that the RCS values should be multiplied by the number
i (or j if you're an engineer).
Quite a few years ago Nick Johnson had a paper published (I don't have the
details at hand, but I am sure it was some orbital debris conference rather
than the IAF) where he had compared the RCS values for objects with their
known size and there was very little correlation between the two.
So, unless the system has improved, the RCS values are very nice to look at
but useless in reality !
