I have have a new project to work on. To take all the observations in the 
ppas database, and do the following.

Add the norad number and remove any decayed satellites.

I prefer using the norad number for satellites, and since decayed satellites 
are no longer visible, I don't need the flash info for them since they can't 
be seen.
