    Not everything Space Command does makes perfect sense -- remember the
    withdrawal of GPS TLEs during the Kosovo bombing campaign.
    
    But I think by far the greater part of the TLE oddities we see result from
    simple human error, perhaps exacerbated by rapid turnover of analysts and an
    antiquated working environment.  See

    So I suspect the present lapses are most likely due to the arrival of a new
    batch of first lieutenants at the Space Control Center with the new year.
