    alec, You have already been pointed to TS Kelso's site. Read the
    articles on that site that he wrote for satellite magazine.
    
    There arent any books that cover the orbital model implicit
    in the TLE format that I know of. There hasnt been a book about
    satellite observing since the second edition of King-Hele's
    book. 
    
    You will find general introduction to the theory in books
    on astrodynamics. One cheap an available one in this line
    is "Bate Mueller & White, Fundamentals of Astrodynamics",
    published by Dover and available from Amazon.com. Another
    good set are the two books by Escobal, both out of print
    unfortunately " Methods of Orbit determination" and
    "Methods of astrodynamics" both have chapters of interest.
    If you have access to a decent technical library( like a University library)
     they  should be on the shelf
