Read the articles on that site that he wrote for satellite magazine. There arent any books that cover the orbital model implicit in the TLE format that I know of. There hasnt been a book about satellite observing since the second edition of King-Hele's book. You will find general introduction to the theory in books on astrodynamics. One cheap an available one in this line is "Bate Mueller & White, Fundamentals of Astrodynamics", published by Dover and available from Amazon.com. Another good set are the two books by Escobal, both out of print unfortunately " Methods of Orbit determination" and "Methods of astrodynamics" both have chapters of interest.
