    This morning I e-mailed my NRL/TiPS point of contact noting the Y2K bug and 
    requested the trailing zero in lines 1 and 2.  Element Manager requires that 
    the checksum be present or the TLE is ignored.
    
    Pretty good response from NRL.
    
    Now if we could just get the STEX/ATEX elsets back.   :-)
