NOAA 15 flare

My brother, Paul, was out observing in Bellevue, PA (40.5N 80.06W)
Sunday night (18 Jan 0020 UT) and saw a nice long flare from NOAA 15
(98 030A, 25338) that peaked at -2 mag or slightly brighter, staying
at that magnitude for about 10-15 seconds. This was a chance
sighting, and he called me to identify it. At first it sounded like
a DMSP satellite to me, and his understanding is that the NOAA sat
is similar in design.
