ISS Flare

Tonight in East Toronto at about 11:37 UTC, the ISS flared to roughly mag
-2 or -3.  It was at about 23 deg alt and 290 deg alz.  It then dimmed and
was difficult to see with the cities light pollution and the full moon.
Finally it brightened to about mag 1.5 and flew into the shadow just as it
passed under Polaris.  

Has anyone done any work on predicting flares of the ISS? It was as bright
as many Iriduim flares I've seen here.
