Although #25592 was initially catalogued as 1998-076C, and was still
identified as this in the "Satellite Catalog Action Report" I obtained
from OIG this morning, all this elsets for #25592 since elset 4 identify
it instead as 1998-076B.

I suspect that when #25590 = 1998-076A was launched, SpaceCom (like me)
assumed that it was "Signal 1". They appear to have reserved #25591 for
1998-076B = Signal 2 and designated the rocket as #25592 = 1998-076C. It
soon transpired, however, that this was not the Signal 1/2 launch, at
which point they redesignated the rocket as #25592 = 1998-076B. This
left a "hole" at #25591 which has now been plugged by one of the Proton
debris objects from the Cosmos 2362/3/4 (Glonass) launch: #25591 =
1998-077M.
