A similar thing happened a few years ago when a suddenly a group of 
satellites were "administratively decayed" - and this group included some 
Velas which were still chugging arounbd in a high 100,000+ km orbit.

One notes that just to be completely inconsistent - as they love to be - 
USSPACECOM has yet to decay Mars Pathfinder and Mars Global Surveyor.
