USA 69r (21148) MIA?

USA 69 (21147 91017A) and USA 69r (21148 91017B) were supposed to
pass between Altair and the Delphinus 2 minutes apart this evening
using the following elsets:

USA 69 passed at 18:03 EST (23:03 UT), right on schedule. USA 69r
was supposed to pass at 18:05 EST (23:05 UT) but it was a no-show.
I scanned between Altair and Delphinus until 18:09 but did not
observe anything.
Has anyone seen it lately?
