I have greatly revised the decay rate of my earlier updated elements, 
to reflect Greg Roberts' observation report of 17 Jan:

Assuming this elset is substantially correct, except for a decay
uncertainty of, say, 50 percent, then prediction time uncertainties 
will be about 3.4 min by 18.9 Jan UTC.

I arrived at the new decay rate by, first, assuming that Greg observed 
at 20:24 UTC, since that was the better illuminated of his two available 
passes. Then, I adjusted the decay rate of my 97017.15 elset to produce 
a pass 66 s earlier, and 1 deg lower, than Pierre's 97015.864 elset that 
Greg had used for his prediction:
